Paul Ketrick - Program Manager

Paul, our founder, is a retired Senior Executive in DoD, currently an Assistant Director at the Institute for Defense Analyses, and loves to fish!  Paul has more than 25 years of experience supporting the Department of Defense as a federal engineer, business manager, congressional support, resource manager, and organizational behavioral expert; a senior executive in private sector information technology firms; and a leader in a Federally Funded Research and Development Center. He has been a leader in standing up three DoD Commands with diverse responsibilities in administration, budgeting, engineering, logistics, public/private ventures and acquisition in the Office of the Secretary of Defense Program Analysis and Evaluation; Department of the Navy Program Information Center; Commander in Chief, U.S. Atlantic Fleet; and the Naval Facilities Engineering Command.

Peter L. Higgins - Sponsor Relations

Peter is a private sector business leader with more than 25 years of experience in business development, customer relationship management and technology startups. Currently, he is Managing Director and Chief Risk Officer of 1SecureAudit, an Operational Risk Management Advisory firm based in McLean, Va.  Peter was previously President of InfraGard NCR for three years, a nonprofit in the Nation’s Capital dedicated to Critical Infrastructure Protection with more than 1000 members. The catalyst for Peter’s motivation for assisting the veteran community has been recently validated. In May 2013, an Air Force veteran colleague with PTSD took his own life. This colleague served with distinction as a Captain in USAF Special Operations, receiving the Air Force Commendation Medal, Air Force Achievement Medal, Meritorious Service Medal, Defense Service Medal, Afghanistan Campaign Medal, and Global War on Terrorism Service Medal.

O’Neil Williams - Director of Media

O’Neil graduated from Appalachian State University in 1981 with a BS in Business, and earned an AAS degree in Photographic Technology/Commercial Photography from Randolph Technical College in 1984. O’Neil has worked as a photographer for one the largest commercial studios in the world in addition to managing numerous photography studios. He also worked as the manager of a commercial photography lab in North Carolina. Most recently, he served as the national Director of Photography for the Army National Guard Advertising and Marketing Division. He has extensive experience in both video and still photography, being nominated for an Emmy with his video team in 2010. O’Neil has served in the National Guard for 31 years, with 29 of those years as a qualified AH64A helicopter pilot for the North Carolina Army National Guard.

A veteran, O’Neil was deployed for Desert Shield/Desert Storm and a combat tour in OEFIV in Bagram, Afghanistan. O’Neil has been an avid fisherman since childhood. In 2010, he was selected to fish as a co-angler for the National Guard Bass fishing team on the FLW Tour. During this time, he also participated in the Wounded Warrior fishing tournaments, which were sponsored by the Guard and FLW. It was during these tournaments that he realized the magnitude and positive impact that was made on the participating veterans. As a current active duty soldier with the National Guard, O’Neil is extremely passionate about giving back to the veterans and being able to bring smiles to their faces or provide life-changing events that can bring joy and improve the quality of life for each veteran. Working with the FishingCommunity.Org events, O’Neil says he clearly sees a pathway of helping others and creating awareness of this program to veterans through his multimedia abilities.

Jack Paskert - Director of Logistics

Jack is a retired military officer and defense contractor with a vast amount of formal training and practical experience in numerous fields.  These include Program Management, Administration, Communications, Training and Special Operations.  He has three United States Patents in dissimilar fields, and is a Federal Communications Commission licensed Radar and Radio Engineer.  Jack has been an avid fisherman since childhood and he has volunteered time with the organization since it's inception, providing organizational and logistical support.
